केन्द्रीय बजट 2021-22

केंद्रीय वित्त मंत्री निर्मला सीतारमण ने 01 फ़रवरी 2021 को इस वर्ष लगातार तीसरी बार लोकसभा में आम बजट को पेश किया.  मोदी सरकार की तरफ से इस बार स्वास्थ्य क्षेत्र पर फोकस किया गया. केंद्र सरकार द्वारा पेट्रोल और डीजल पर कृषि सेस लगाया गया है. डीजल पर चार रुपये और पेट्रोल पर ढाई रुपये का सेस लगाया गया है. इससे पहले भारत के मुख्य आर्थिक सलाहकार, कृष्णमूर्ति सुब्रमण्यन द्वारा 29 जनवरी 2021 को आर्थिक सर्वे 2020-21 पेश किया गया था। इस आर्थिक सर्वे के अनुसार, 31 मार्च 2021 को खत्म होने वाले वित्तीय वर्ष में भारत की अर्थव्यवस्था 7.7 प्रतिशत नेगेटिव रहने संभावना जताई गई है।
वित्त मंत्री निर्मला सीतारमण ने बताया है कि 2021-22 का बजट 6 स्तंभों पर आधारित है.

2. भौतिक और वित्तीय पूंजी, और बुनियादी ढाँचा
3. समावेशी भारत के लिए समावेशी विकास
4. मानव पूंजी को मजबूत बनाना
5. नवाचार, अनुसंधान एवं विकास

मुख्य बिंदु:

• ब्लूमबर्ग की रिपोर्ट के अनुसार वित्त वर्ष 21 के लिए राजकोषीय घाटा जीडीपी का 9.8 प्रतिशत और वित्त वर्ष 22 के लिए 6.8 प्रतिशत रहेगा।
• बजट 2021 में, केंद्रीय वित्त मंत्री निर्मला सीतारमण ने भारतीय रेलवे के लिए 1.1 लाख करोड़ रुपये की घोषणा की है।
• वित्त मंत्री निर्मला सीतारमण ने घोषणा किया कि देश में करीब 100 नए सैनिक स्कूल बनाए जाएंगे. लेह में केंद्रीय यूनिवर्सिटी बनाए जाने का ऐलान किया गया है. वित्त मंत्री ने बताया कि अनुसूचित जाति के 4 करोड़ विद्यार्थियों के लिए 35 हजार करोड़ रुपये का ऐलान किया गया.
• स्पेश मिशन: वित्त मंत्री निर्मला सीतारमण ने ऐलान किया है कि न्यू स्पेस इंडिया लिमिटेड इस बार PSLV-CS51 को लॉन्च करेगा. गगनयान मिशन का मानव रहित पहला लॉन्च इसी साल दिसंबर में होगा.
• 2.87 लाख करोड़ रुपये के परिव्यय के साथ जल जीवन मिशन की शुरुआत, जिसे पांच वर्षों में घरों को कवर करने के लिए कार्यान्वित किया जाएगा। साथ ही बजट 2021 में मिशन पोषण 2.0 लॉन्च किया जाएगा। इसके अलावा, 1.42 लाख करोड़ रुपये के परिव्यय के साथ शहरी 'स्वच्छ भारत मिशन' 2.0 का शुभारंभ किया जाएगा
• वित्त मंत्री निर्मला सीतारमण ने वोलंटरी वाहन स्क्रैपिंग नीति (voluntary vehicle scrapping policy) की घोषणा की है। सभी वाहन फिटनेस टेस्ट से गुजरेंगे – जिसकी अवधि यात्री वाहनों के लिए 20 वर्ष और वाणिज्यिक वाहनों के लिए 15 वर्ष है। जल्द ही scrapping policy की पूरी जानकारी साझा की जाएगी।
• पीवी और सीवी दोनों के लिए फिटनेस टेस्ट न केवल रोजगार के अवसर पैदा करने के लिए एक सकारात्मक कदम है, बल्कि एक ऐसा कदम है जो हेल्थ इन्फ्रास्ट्रक्चर स्तंभ के हिस्से के रूप में एक स्वच्छ वातावरण सुनिश्चित करेगा। यह अधिक क्लीनर वाहनों की मांग को भी बढ़ावा देगा।

• COVID-19 टीकों के लिए 35,000 करोड़ रु आवंटित किए गए है। यदि आवश्यक हो तो हम COVID-19 टीकों के लिए और अधिक राशि प्रदान करेंगे। निजी क्षेत्र को टीकाकरण के प्रयासों से बाहर रखा जा सकता है, यह उनके लिए एक निराशा है। Rs255/खुराक (पहले चरण में) की मिश्रित लागत पर, जो वित्त वर्ष 2022 में 68.6 करोड़ लोगों के लिए वैक्सीन की 2 खुराक को कवर करेगा।
• वित्त मंत्री निर्मला सीतारमण ने सीनियर सिटीजन के लिए स्पेशल ऐलान किया. 75 साल से अधिक उम्र वाले सीनियर सिटीजन को अब टैक्स में राहत दी गई है. अब 75 साल से अधिक उम्र वालों कों ITR नहीं भरना होगा.
• निर्मला सीतारमण ने ऐलान किया कि एनआरआई लोगों को टैक्स भरने में काफी मुश्किलें होती थीं, लेकिन अब इस बार उन्हें डबल टैक्स सिस्टम से छूट दी जा रही है.
• वित्त मंत्री निर्मला सीतारमण ने ऐलान किया है कि स्टार्ट अप को जो टैक्स देने में शुरुआती छूट दी गई थी, उसे अब 31 मार्च, 2022 तक बढ़ा दिया गया है.
• आईडीबीआई बैंक के साथ साथ दो बैंक और एक पब्लिक सेक्टर कंपनी में विनिवेश होगा। इसके लिए कानून में बदलाव होंगे. LIC के लिए भी IPO लाया जाएगा.
• उज्ज्वला योजना: वित्तमंत्री निर्मला सीतारमण ने ऐलान किया है कि उज्ज्वला योजना में 1 करोड़ और लाभार्थियों को शामिल किया जाएगा. वहीं, अगले तीन सालों में सिटी गैस वितरण के लिए 100 और जिलों को जोड़ा जाएगा. इसके अलावा उन्होंने गैस के ट्रांसपोर्ट का भी जिक्र किया है. उन्होंने कहा कि इस योजना के क्रियान्वयन के लिए एक स्वतंत्र गैस ट्रांसपोर्ट सिस्टम ऑपरेटर भी स्थापित किया जाएगा.
• वित्त मंत्री निर्मला सीतारमण की ओर से बजट भाषण में बताया गया कि मेगा इन्वेस्टमेंट टेक्सटाइल्स पार्क (MITRA) योजना के तहत देश में 7 टेक्स्टाइल पार्क बनाए जाएंगे, ताकि इस क्षेत्र में भारत एक्सपोर्ट करने वाला देश बने. ये पार्क तीन साल में तैयार किए जाएंगे. वित्त मंत्री की ओर से डेवलेपमेंट फाइनेंशियल इंस्टीट्यूट (DFI) बनाने का ऐलान किया गया
• भारत माला परियोजना के तहत 13,000 किमी से अधिक सड़कें तैयार की गईं। भारतमाला में अब तक लगभग 3,800 किलोमीटर का निर्माण किया जा चुका है और मार्च 2022 तक 8,500 किलोमीटर का निर्माण पपूरा कर लिया जाएगा। मार्च 2022 तक 11,000 किमी एनएच गलियारे को पूरा कर लिया जाएगा। अधिक आर्थिक गलियारों की योजना बनाई जा रही है – तमिलनाडु में 3,500 किमी का एनएच कार्य जारी है।
• सरकार राष्ट्रीय राजमार्ग परियोजनाओं के लिए तमिलनाडु मे 1.03 लाख करोड़ रुपये, केरल में राष्ट्रीय राजमार्ग परियोजनाओं के लिए 65,000 करोड़; पश्चिम बंगाल में राष्ट्रीय राजमार्ग परियोजनाओं के लिए 25,000 करोड़ रु आवंटित करेगी।
• एक लाख से अधिक आबादी वाले 42 शहरी केंद्रों में वायु प्रदूषण की बढ़ती समस्या से निपटने के लिए 2,217 करोड़ रुपये।
• बीमा:बीमा कंपनियों के लिए प्रत्यक्ष विदेशी निवेश सीमा 49% से 74% की गयी।
• बैंकिंग:स्ट्रेस्ड एसेट रेजोल्यूशन: एसेट रिकंस्ट्रक्शन कंपनी लिमिटेड और एसेट मैनेजमेंट कंपनी की स्थापना की जाएगी।
• सरकारी बैंकों का पुनर्पूंजीकरण: सरकारी बैंकों की वित्तीय क्षमता को और मजबूत करने के लिए 2021-22 में 20,000 करोड़ प्रदान किये जायेंगे।
• कंपनी मामले:कंपनी अधिनियम, 2013 के तहत अपनी परिभाषा में संशोधन करके छोटी कंपनियों की अनुपालन आवश्यकता को आसान बनाने के लिए भुगतान की गई पूंजी के लिए अपनी सीमा50 लाख रुपये से बढ़ाकर 2 करोड़ की गयी।
• कृषि:कृषि साख का लक्ष्य बढ़ाकर र2021-22 में 5 लाख करोड़ किया गया।
• 5 प्रमुख मत्स्य पालन बंदरगाह – कोच्चि, चेन्नई, विशाखापत्तनम, पारादीप, और पेटुघाट को आर्थिक गतिविधियों के केंद्र के रूप में विकसित किया जायेगा।
• राज्य द्वारा संचालित कृषि उपज विपणन समितियां (एपीएमसी) अब 1 लाख करोड़ के ‘एग्रीकल्चर इन्फ्रास्ट्रक्चर फंड’ (एआईएफ) का उपयोग कर सकती हैं।
• इकॉनोमिक कॉरिडोर: वित्त मंत्री निर्मला सीतारमण ने कहा कि तमिलनाडु में नेशनल हाइवे प्रोजेक्ट (1.03 लाख करोड़), इसी में इकॉनोमिक कॉरिडोर बनाए जाएंगे. केरल में भी 65 हजार करोड़ रुपये के नेशनल हाइवे बनाए जाएंगे. वित्त मंत्री ने असम में अगले तीन साल में हाइवे और इकॉनोमिक कॉरिडोर का ऐलान किया. पश्चिम बंगाल में राष्ट्रीय राजमार्ग परियोजनाओं के लिए 25,000 करोड़ रु आवंटित करेगी।
• वित्त मंत्री निर्मला सीतारमण ने जम्मू और कश्मीर के लिए एक नई गैस पाइपलाइन परियोजना की घोषणा की।

• स्टार्टअप्स:स्टार्ट-अप्स के लिए कर अवकाश को एक वर्ष तक बढ़ाया गया।
• 31 मार्च, 2022 तक स्टार्ट-अप्स में निवेश के लिए पूंजीगत लाभ में छूट।
• सीमा शुल्क:मोबाइल के कुछ हिस्सों पर सीमा शुल्क ‘शून्य’ दर से 5% तक बढ़ाया गया।
• गैर-मिश्र धातु, मिश्र धातु और स्टेनलेस स्टील्स के उत्पादों पर सीमा शुल्क समान रूप से 5% तक कम किया गया।
• स्टील स्क्रैप पर सीमा शुल्क में 31 मार्च, 2022 तक छूट दी गई है।

• कपास पर सीमा शुल्क शून्य से 10% और कच्चे रेशम और रेशम यार्न पर 10% से बढ़कर 15% किया गया।
• नेफ्था पर सीमा शुल्क 2.5%
• सौलर लालटेन पर सीमा शुल्क में 5% की कटौती।
• नेशनल रिसर्च फाउंडेशन (NRF) के निर्माण के लिए पांच वर्षों में 50,000 करोड़ रुपये का निवेश निर्धारित किया गया है।
• डिजिटल अर्थव्यवस्था: बढ़ती डिजिटल अर्थव्यवस्था: डिजिटल रूप से 95% लेनदेन करने वाली संस्थाओं के लिए कर लेखा परीक्षा के लिए टर्नओवर की सीमा 5 करोड़ रुपये से बढ़ाकर 10 करोड़ रुपये की गयी।
• आत्मनिर्भर स्वस्थ भारत योजना: वित्त मंत्री निर्मला सीतारमण ने अपने बजट भाषण में आत्मनिर्भर स्वस्थ भारत योजना का घोषणा किया. सरकार की ओर से 64180 करोड़ रुपये इसके लिए दिए गए हैं और स्वास्थ्य के बजट को बढ़ाया गया है. इसी के साथ सरकार की तरफ से WHO के स्थानीय मिशन को भारत में लॉन्च किया जाएगा.
• ऑपरेशन ग्रीन स्कीम: वित्त मंत्री निर्मला सीतारमण द्वारा ऑपरेशन ग्रीन स्कीम का ऐलान किया गया है, जिसमें कई फसलों को शामिल किया जाएगा और किसानों को लाभ पहुंचाया जाएगा.
• स्कूलों और अस्पतालों को चलाने वाले छोटे चैरिटेबल ट्रस्टों के लिए वार्षिक रसीद की छूट सीमा 1 करोड़ से बढ़ाकर 5 करोड़ कर दी गई है
• वस्त्र: कैप्रोलैक्टम. नायलॉन चिप्स और नायलॉन फाइबर तथा धागे पर बीसीडी दरों को घटाकर 5 प्रतिशत किया गया.

• According to Bloomberg report, the fiscal deficit will be 9.8 percent of GDP for FY21 and 6.8 percent for FY22.

• Economic Corridor: Finance Minister Nirmala Sitharaman said that the National Highway Project (1.03 lakh crore) in Tamil Nadu will be built in it. 65 thousand crore national highways will also be built in Kerala. राजस्थान में किया जायेगा भारत-अमेरिका के बीच ‘युद्ध अभ्यास’ का आयोजन

भारत-अमेरिका के संयुक्त सैन्य अभ्यास ‘युद्ध अभ्यास’  का 16वां संस्करण राजस्थान में 8 फरवरी से शुरू होगा और इसका समापन 21 फरवरी, 2021 को होगा। यह अभ्यास भारत-पाकिस्तान सीमा के पास आयोजित किया जाएगा।
यह भारत और अमेरिका की सेनाओं के बीच सहयोग और इंटरओपेराबिलिटी को बढ़ाने के उद्देश्य से आयोजित किया जाएगा।युद्ध अभ्यास: दोनों देशों की सेनाओं के बीच 2004 से ‘युद्ध अभ्यास’ आयोजित किया जा रहा है। दोनों सेनाओं के बीच सहयोग को बढ़ावा देने के लिए इस अभ्यास की रूपरेखा तैयार की गई है। इसमें दोनों पक्ष अपनी प्रशिक्षण तकनीकों, अपनी संस्कृति को साझा करते हैं।

अमेज़न के फाउंडर जेफ बेजोस छोड़ेंगे CEO पद

ई-कॉमर्स की दिग्गज कंपनी अमेज़न के फाउंडर और मालिक जेफ बेजोस इस साल सीईओ पद छोड़ देंगे. उन्होंने 02 फरवरी 2021 को खुद इसकी घोषणा की. उनकी जगह अब एंडी जेसी कंपनी के नए सीईओ होंगे. बेजोस अब बोर्ड के कार्यकारी अध्यक्ष चुने गए हैं. जेसी वर्तमान में अमेजन वेब सर्विस (AWS) के प्रमुख हैं. जेफ बेजोस तकरीबन 30 साल बाद यह पद छोड़ रहे हैं.
बेजोस ने 27 साल पहले 5 जुलाई 1994 को इंटरनेट बुकसेलर के रूप में कंपनी शुरू की थी.

Jeff Bezos, the founder and owner of e-commerce giant Amazon, will step down as CEO this year. He announced it himself on 02 February 2021. He will now be replaced by Andy Jessie, the company's new CEO. Bezos has now been elected acting chairman of the board. Jessie currently heads the Amazon Web Service (AWS). Jeff Bezos is leaving this post after nearly 30 years.
Bezos started the company 27 years ago on 5 July 1994 as an Internet bookseller.

लोकतंत्र सूचकांक 2020

हाल ही में इकोनॉमिस्ट इंटेलिजेंस यूनिट (Economist Intelligence Unit) द्वारा जारी लोकतंत्र सूचकांक में भारत दो स्थान फिसलकर 53वें स्थान पर आ गया है। 
श्रीलंका 68वें, बांग्लादेश 76वें, भूटान 84वें और पाकिस्तान 105वें स्थान पर रहा। श्रीलंका को त्रुटिपूर्ण लोकतंत्र की श्रेणी में रखा गया है, जबकि बांग्लादेश, भूटान और पाकिस्तान मिश्रित शासन के वर्ग में है। अफगानिस्तान 139वें स्थान पर है और उसे सत्तावादी शासन के तौर पर वगीर्कृत किया गया है।
द इकोनॉमिस्ट इंटेलीजेंस यूनिट के ताजा सूचकांक में नॉर्वे को पहला स्थान मिला है। इसके बाद आइसलैंड, स्वीडन, न्यूजीलैंड और कनाडा का नंबर है। इस सूचकांक में 167 देशों में से 23 को पूर्ण लोकतंत्र, 52 को त्रुटिपूर्ण लोकतंत्र, 35 को मिश्रित शासन और 57 को सत्तावादी शासन के रूप में बांटा गया था। भारत को अमेरिका, फ्रांस, बेल्जियम और ब्राजील के साथ त्रुटिपूर्ण लोकतंत्र के तौर पर वर्गीकृत किया गया था।

India has slipped two places to 53rd position in the democracy index recently released by the Economist Intelligence Unit.
Sri Lanka ranked 68th, Bangladesh 76th, Bhutan 84th and Pakistan 105th. Sri Lanka is categorized as flawed democracy, while Bangladesh, Bhutan and Pakistan are under mixed governance. Afghanistan occupies 139th position and is categorized as authoritarian rule.
Norway is ranked first in the latest index of The Economist Intelligence Unit. It is followed by Iceland, Sweden, New Zealand and Canada. Out of 167 countries in this index, 23 were divided into full democracy, 52 as flawed democracy, 35 as mixed governance and 57 as authoritarian rule. India was classified as a flawed democracy along with the US, France, Belgium and Brazil.

The Economist Intelligence Unit is a part of the London-based Economist Group which was established in 1946.
It keeps an eye on the changing situation of the world and by forecasting the economic-political situation of the world, it warns the government of the country of the dangers.

‘अलर्ट बीइंग आइकन अवार्ड’: ए. आर. रहमान

‘हर घर पानी, हर घर सफाई’ मिशन: पंजाब

पंजाब के मुख्यमंत्री कैप्टन अमरिंदर सिंह ने मार्च 2022 तक राज्य के ग्रामीण क्षेत्रों के सभी घरों में पाइपलाइन से पीने का साफ पानी मुहैया कराने के लिए ‘हर घर पानी, हर घर सफाई’ मिशन की वर्चुअल शुरुआत की। इसके साथ ही पंजाब यह उपलब्धि हासिल करने वाला देश का पहला राज्य बन गया है।
इसके तहत मोगा जिले के 85 गांवों को कवर करने के साथ-साथ, 172 गांवों के लिए 144 नई जल सप्लाई योजनाओं में आर्सेनिक (हानिकारक रासायनिक तत्व) और आयरन हटाने वाले 121 प्लांट (35 प्लांटों का उद्घाटन और 86 प्लांट लोगों को समर्पित करना) शामिल है। इस स्कीम के साथ अमृतसर जिले में आर्सेनिक प्रभावित आबादी के 155 गांवों के 1.6 लाख से अधिक लोगों को लाभ मिलेगा। इस स्कीम के लिए फंड विश्व बैंक, भारत सरकार के जल जीवन मिशन, नाबार्ड और राज्य के बजट में से प्रदान किया जा रहा है।

Under this, along with covering 85 villages in Moga district, 144 new water supply schemes for 172 villages included 121 arsenic (harmful chemical elements) and 121 iron removal plants (inauguration of 35 plants and dedication of 86 plants to people). Is included. With this scheme more than 1.6 lakh people from 155 villages of arsenic affected population in Amritsar district will get benefit. Funds for this scheme are being provided from the World Bank, Government of India's Water Life Mission, NABARD and the state budget.

अंडमान-निकोबार द्वीप कोरोना मुक्त होने वाला पहला केंद्र शासित प्रदेश

हाल ही में अंडमान निकोबार द्वीप समूह में कोविड मरीजों की संख्‍या शून्‍य होने के साथ ही देश का पहला कोरोना मुफ्त केन्‍द्र शासित प्रदेश बन गया है. स्‍वास्‍थ्‍य मंत्रालय की वेबसाइट में बताया गया है कि द्वीप समूह में चारों रोगी ठीक हो गये हैं. यह परिणाम कडी सतर्कता और निगरानी के कारण आया है.
केन्‍द्र शासित प्रदेश में संक्रमण के कुल चार हजार नौ सौ 32 मामलें आये थे. इसमें से 62 लोगों की मौत हो गई थी. अंडमान-निकोबार द्वीपसमूह में पिछले छह दिन में कोविड-19 (Corona in Andaman Nicobar) का एक भी नया मामला सामने नहीं आया है.
यह द्वीप समूह अपनी प्राकृतिक संदुरता के लिए मशहूर है और संक्रमण का पहला मामला यहां 10 जून 2020 को सामने आया. वहीं 27 जुलाई को एक मरीज की मौत हो गई, जो संक्रमण से मौत का यहां का पहला मामला था.
Recently the Andaman and Nicobar Islands have become the first Corona Free Union Territory of the country with the number of Kovid patients being zero. It has been reported in the Health Ministry website that all four patients in the islands have been cured. This result has come due to strict vigilance and monitoring.
A total of four thousand nine hundred 32 cases of infection were reported in the Union Territory. Of this, 62 people died. In the Andaman-Nicobar Islands, no new case of Kovid-19 (Corona in Andaman Nicobar) has been reported in the last six days.
The islands are famous for their natural beauty and the first case of infection came here on 10 June 2020. On July 27, a patient died, which was the first case of death from infection here.

बॉक्सिंग फेडरेशन ऑफ इंडिया के अध्यक्ष बने अजय सिंह
